Note: At the finish line in the C-Fleet race, 647 was ahead and
overlapped inside of 640 at the right end buoy. The PRO observed
that 640 did not allow buoy-room for the inside boat to finish.
647 was credited for finishing without contact with the buoy or
640. Also see Racing (Sailing) Instructions SI Rule IV.I. Also
647 did not protest 640, so the finish position of 640 will stand.
It would have been better procedure, if 647 protested 640 and
flew a red flag below the boom and aft of the mast, so that 640
could have done the two turns penalty and then finished….
